They might not for a while. They may not have learned yet what they need to know, or maybe some of them just gave up once they were dead. That happens, sometimes, to ghosts. I think you have an important job, but I also think you may need to wait for the right people to die for it to start workin'. That sounds morbid, but once people are dead...their secrets should matter less.
